why is it that e-hero absolute zero needs any hero and a water and the rest need an elemental hero and a fire, earth, wind, light, or dark?

Because at the time there was a need to keep fusions going. The format was all easy synchro's and hero's were the go to fusion to combat it. In the end you could say that it was a simple marketing ploy to help sell out remaining stock in cards. More than likely though, it was to keep players interested in the game after all the drastic changes. I for one completely fought against the idea of synchro monsters in the beginning. Months and months later just about everybody came around to lure of synchro power.
The same thing is occurring with the xyz monsters. I oppose them completely for now, maybe after a year or so I'll start liking them before Konami throws us another curve ball.

I'd say they needed another card to fit the theme as the e-hero theme is all natrual attribute monsters we would need one for water and he has the same summon requirements as the other fusion heroes

Actually Absolute Zero is the only exception. It can use any kind of hero, not just E-heroes. the only other hero that doesn't need an E-hero as a material has a few other ridiculous requirements: Elemental Hero Divine Neos.
